Such a course of action would involve us in a renewal of thought about our history and our predicament. We must ask again whether or not we really want to be a free people.

We must consider again the linkages between land and landownership and land use and liberty. And we must ask, as we have not very seriously asked before, what are the best ways to sue and to care for our land, our neighbors, and our natural resources.
