It's always there and it doesn't matter what browser I'm using. I don't even adobe flash player installed on my computer. Looks like this thread is getting a lot of votes and views recently so I wanted to drop in with an answer - If you're seeing the pop up outside of the browser, software you're trying to run or that is trying to run in the background may need Flash to operate.

I don't play games but still get the message watching videos etc. I have done system restore from control panel and this seems to have resolved the problem. In reply to major's post on August 14, I am getting a script error when I run flashplayer scripts in IE I believe this stems from the security update KB of earlier this month.
I presume that major effectively uninstalled this update when doing the system restore. To prove that, when looking at 'About Internet Explorer' in the IE 11 tools menu, I'm guessing it will refer to an earlier update, which probably all goes to mean that to stop the error occurring, we would need to uninstall that update or patiently await a new one from MS. I had the same problem. Did a system restore back to the previous week and it fixed the problem.
